Head of Finance

Caroline is DevComms’ Head of Finance. She began her career in finance 10 years ago and has been with DevComms since the very beginning. Caroline is a dedicated team member whose knowledge and capabilities are business critical.

Charles Bushe

Charles Bushe

Director

Charles has delivered highly successful property communications strategies across a range of sectors, working with clients including Sainsbury’s, Inspired Villages, Countryside and Highwood. Charles has a degree in History from the University of Exeter, as well as a Masters in International Relations. He has a keen interest in local and national politics, publishing a monthly article for UK Property Forums entitled Spotlight on Westminster. He is a member of the Chartered Institute of Public Relations and has a track record of effectively overcoming difficult political and local issues. Charles has worked on many significant projects, including major town centre regeneration schemes, large scale residential proposals and the very first planning application to ever be determined virtually by Westminster City Council. Charles’ team has built trusted and constructive relationships with politicians, the media and community influencers in many local authorities across both the South East and London.

Charles’ career highlight...

"My career highlight was achieving permission for a new petrol station, office space and motorcycle showroom at a village in Sussex, on a site outside the Built-Up Area Boundary. We achieved over 500 supportive consultation responses (85%) from the local community, as well as a joint letter of support from the local business community. The Parish Council were so impressed with our approach that they noted their appreciation in the minutes of a Council meeting, stating that they wanted to thank us for ‘excellent communication throughout the process and the level of community engagement’. They even wished me well on my wedding day, when it clashed with a Parish Council meeting which I would have otherwise attended!”

Emily Taylor

Emily Taylor

Account Executive

Emily joined us this year as an Account Executive having gained a degree in Economics, Politics and International Relations. Emily is providing public affairs support on a range of projects including urban extensions, plan-making and major residential schemes. She is leading on day to day liaison with political and community stakeholders and implementation of communications strategies. Emily is a Member of the Chartered Institute of Public Relations.

James Mallinson

James Mallinson

Director

James is based in our South West office and works with a wide range of developers including Taylor Wimpey, Barratt David Wilson Homes. Churchill and Canford Renewable Energy. He has extensive experience in achieving Local and Neighbourhood Plan allocations on complex and controversial sites and a range of planning consents for large residential projects, retail and major mixed-use schemes and renewable energy projects. James’ academic background is in politics and he is a member of the Chartered Institute of Public Relations. James leads on our digital services which includes overseeing the development and implementation of our digital consultation toolkit Consult With You. James develops our digital engagement strategies and ensures their seamless integration into our comms plans.

James’ career highlight...

One of James’ career highlights is working with a local community to demonstrate significant public support at the determination of a planning application, particularly those members of the community that were not able to access the meeting independently. The support made all the difference and enabled local residents to participate fully in the process.

Keir Harris

Keir Harris

Account Manager

Keir joined DevComms from a London based PR agency and has experience in both property PR and financial PR. Keir’s experience also includes working as a researcher for a Labour MP and is Chair of Islington Young Labour so has a professional and personal interest in politics. Keir’s experience includes managing the implementation of public affairs strategies on urban extension projects, strategic plan projects and managing social media accounts. Keir is a member of the Chartered Institute of Public Relations.

Keir’s career highlight

Winning planning consent for a 150 home, 50% affordable development in his home borough of Islington. The site had a long history of refusals and a failed high court case in previous iterations. However, working with a new developer on the site, Keir managed the consultation throughout the life of the project and helped to deliver a new planning permission. Helping to secure a development that would be a tangible benefit to his own local community was the real prize.

Account Executive

Leah joined DevComms as an Account Executive from a role in digital marketing where she edited and managed online content and social media accounts. Leah has a degree in Business Management and has a keen interest in property development including the importance of the role of effective community engagement in the built environment. Leah is providing PR support on a range of projects including renewable energy and retirement living schemes.

Matthew Human

Matthew Human

Senior Account Executive

Matthew has a degree in Sociology and Politics from Newcastle University and joined us as an Account Executive in 2020, quickly progressing to the role of Senior Account Executive. Matthew has strong communication and analytical skills and is responsible for the day to day management of some of our biggest client accounts. Through this Matthew manages communications with political and community stakeholders and the media. He is particularly interested in media relations and community involvement in the planning process. Prior to joining DevComms, Matthew gained valuable experience of working in other areas of PR including B2B and lifestyle.

Maria Allaway

Maria Allaway

Director

Maria has 18 years’ hands-on experience in all aspects of successful project delivery, from neighbourhood plan allocations to mixed-use town centre regeneration schemes and remediation planning consents. She has extensive experience of proactively working in the public and private sector with communities and stakeholders to address key issues concerning development and helping to build support from the ground up. Maria specialisms include developing strategies to help increase the reach of DevComms consultations to maximise accessibility, involvement and inclusivity. More recently, Maria is also involved in promoting DevComms as a business and a brand, Maria holds the Chartered Institute of Public Relations Diploma.

Oliver Sargent

Oliver Sargent

Account Manager

Oliver joined DevComms as an Account Manager from a London based public affairs agency. Oliver has a degree in Politics and International Relations so a career where politics plays a key role in day to day aspects of the job was a natural choice for him. Oliver also has experience working for a national newspaper and as a researcher for a Labour MP. He enjoys creating innovative strategies for clients to ensure the removal of any potential obstacles in the process of securing planning permission. His recent work was recognised by winning the Planning Campaign of the Year Award. His experience spans many sectors of the development industry and includes working on a Garden Town project, renewable energy projects and managing a number of pipeline projects for a major national food retailer. Oliver is a member of the Chartered Institute of Public Relations.

Paul Vicary

Paul Vicary

Director

Paul has over 20 years’ experience working in property communications, with professional qualifications spanning politics and planning. He is also a member of the Royal Town Planning Institute. Paul has a wealth of experience working in stakeholder engagement across sectors such as strategic plan making, retail and mixed use schemes, alongside residential schemes of varying scales. Paul manages some of DevComms’ largest projects including public and private sector JVs, Garden Town projects and strategic urban extensions. Paul’s specialisms include building trusted relationships with stakeholders, running stakeholder forum events and media liaison.

Rob Allaway

Rob Allaway

Managing Director

Rob is the Managing Director of DevComms. He is a member of the Chartered Institute of Public Relations and has worked specifically in the planning and property area of communications for 25 years. He has provided strategic advice on proposals across all sectors of property including large urban extensions, strategic planning, retail, sports stadia, urban regeneration, remediation and large scale distribution. Rob frequently chairs property industry panel discussions, writes thought leadership articles for the property press and delivers CPD to the development industry on best practice stakeholder engagement. Rob is particularly interested in drawing out opportunities for social value and inclusion across DevComms projects.

Devcomms strategy


We value each team member for their individual skills and talents. Our staff have joined us from a wide variety of academic and professional backgrounds – PR, Marketing, Politics, Journalism, Sociology, Engineering, Business Management and History, to name a few. The one thing they all have in common is their passion and ability for engaging with people, developing strategies and building positive and trusted relationships with clients and stakeholders. This is at the heart of what we do and why your project is in safe hands with us.

Our Senior Executive, Matthew Human, talks about why he wanted to join DevComms, how he’s settled in and what it’s like to work with us.

I approached DevComms in October 2020 and I’m very grateful that I was given an opportunity at the company as an Account Executive. Although it can be daunting starting your first professional role, the team here at DevComms have made it easy for me to learn, gain an understanding of the industry that we operate in and understand what is required of me as a DevComms employee. In my role as a Senior Account Executive, I am responsible for a variety of tasks. This includes monitoring relevant media, social media and council meetings that are of interest to our projects. Community engagement is also a big part of what we do and I assist in the drafting of materials needed for us to carry out this important role. This includes putting together leaflets, letters, newsletters, exhibition boards and website text that are all critical in the consultation process. As a graduate, I have been fortunate to get the exposure required to progress within the company and no two days are the same here at DevComms.
