The challenge
Cumberland Council needed to establish a long-term stewardship model for the public realm and community assets at St Cuthbert's Garden Village, a 10,000-home garden village.
Our approach
DevComms ran a targeted engagement programme with parish councils, community panels and environmental bodies, gathering evidence on funding, governance and accountability through workshops, interviews and survey.
The outcome
Findings directly shaped the Council's preferred model, giving parish councils and community groups defined roles within a single accountable structure.
